The 14th Amendment describes who qualifies as a CITIZEN of the United States... and assigns the right of US Citizens to vote. See Sections 1 and 2 ( Below). Persons in the US legally or illegally who were not BORN IN THE UNITED STATES OR NATURALIZED are not Citizens of the United States. These individuals are not eligible for the privilege and immunities of CITIZENSHIP... including the privilege to VOTE.
The 15th Amendment and 19th Amendment guarantee the right of all 'CITIZENS' of the United States to vote. (See Below)

We must not give non-citizens the privelege to vote... migrants, illegal aliens, and legal aliens are not US Citizens nor are they Constitutionally permitted to vote....nor shall their numbers be apportioned when assigning the number of Representatives to the states, or for apportioning federal funds for distribution.
Registering non-citizens to vote... should constitute prima-facia evidence of election and voter fraud.

You're welcome Martha... you may want to send copies to your Federal and State Representatives... as there seems to be some problem with their understanding regarding who are citizens and have a lawful and Constitutional right to VOTE.
States that believe it is legal for them to allow illegal aliens to vote... in state and local elections... separate from Federal Elecctions ignore the inseparable soverign relationship between the citizens of the several States and the CITIZENS of the Republic... the citizens of the UNION and our Constitutional Republic are mutual sovereigns.
An Illegal alien in California or any of the several States is not a citizen of that State or the USA... the several States are not given the right to determine or grant citizenship (State or US)... The Federal Government is the only Constitutional authority with the power to grant citizenship. See Article 1, Section 8, clauses 1 and 4... Also, See Article 4, Section 2
We must insist on the preeminence of Constitutional Law... and actively challenge any State or governing authority, that ignores the Constitution and its provisions for governing. States that permit non-citizens to vote in their elections must... MUST...have their Federal Electors refused to be counted by Congress as fraudulent electors. The several States must not be permitted to allow non-citizens to determine their Electoral Vote for President or any Federal Representative. Members of Congress elected in such states must be refused a seat in Congress due to the illegal participation of aliens in their elections.
We must become very SERIOUS about following the Constitutional process for the election of our Federal Representatives and processing of illegal aliens in our nation. There can be no lawful SANCTUARY under state and local law... Congress is the only governing body with the Constitutional auhtority to regulate IMMIGRATION or the migration of aliens in the USA.
