Here is the much bigger problem for the regime in Iran : its central bank allocates subsidized foreign currency (oil revenue sitting in China, etc) to the trustees (the sanctions evaders who run the regime's trade) at roughly 40% below the street rate. That discount is the glue holding the regime's trade networks together. Once the oil money stops, the regime runs out of the cheap currency it hands to the people who keep its economy alive. No cheap FX, no trustees. No trustees, no trade. That is the start of maximum fracture.
If the White House holds its demands with no sign of flexibility, this is the pressure that forces the regime to choose: drink the poison, or lose control.
