If Biden buys the debt the Japanese own, inflation will certainly roar back. It's better to let the Japanese sell their debt in the open market and have those sales push our interest rates higher. It's the American way to let market forces play out.
BTW next will be the Chinese. They own even more of our debt than the Japanese do.
