Congress needs to strip LOCAL RULE in DC and return it to constitutional order... Congress is to GOVERN DC not appointed officials nor the agents of DC residents elected officials. Congress must reestablish its authority to govern the district and administer the law in DC PERIOD. That is the Constitutional order... not local rule.
