This appears to be a Police Vehicle ... it has an ID Number on the cab roof... these officers are probably transporting this pallet of bricks as evidence ... from a drop location in the City. I doubt they are going to use them to throw at domestic terrorists.
Note the shutters and security camera on the building to the left.. this is probably an evidence storage cite or official police building.
