  • What B/S... the laws are there to prevent crime by establishing serious penalties (arrests, jail, and fines) for those who engage in criminal conduct... it is supposed to DETER crime before it happens.  However, uninforced laws and a lack of certain jail time do the opposite. Weak or no enforcement encourages crime... it certainly doesn't discourage criminal conduct.
