The Left has been misusing that sentence in the Arizona case for years. It is of course true that the removal process is civil. But illegal entry is a crime. Lying about the purpose of travel is a crime. Failing to register or provide a current address is a crime. And the things an alien has to do to unlawfully live and work in the US results in many other crimes.
