🚨 EXCLUSIVE: I uncovered documents showing a Berlin-based network steering foreign donors toward a $19 million, Hillary-linked voter operation designed to “change the outcomes of national elections” and generate 200,000+ votes in key U.S. races.
(Just $94 a vote!)Â

The documents say it plainly:
“Freedom2Vote… can receive funds from both US and foreign donors.”
And:
“A non-partisan organisation under US tax law… It can receive funds from both US and foreign donors.”
This is their foreign donor pitch.

The American machinery behind Freedom2Vote is Civitech, an explicitly Democratic political-tech firm led by a former Hillary Clinton voter-protection official.
Civitech says its partisan models “minimize unintended Republican registrations.”

Civitech has worked with Democratic state parties, donated directly to Democratic organizations and partnered with Democratic Municipal Officials, an official DNC organization.
It also markets access to unregistered Americans it predicts will support Democrats.Â

This was not a casual recommendation.
Power for Democracies says it evaluated 131 civil-society organizations, built scoring rubrics and compared their cost-effectiveness before selecting Freedom2Vote as a top intervention against what it calls “authoritarianism.”Â

They priced the operation down to the vote.
For 2024, the documents claim approximately 280,000 new registrations and 160,000 additional votes nationwide.
The estimated cost: $54 per net registration and $94 per net vote.

For the 2026 midterms, the documents project that a fully funded $19 million operation would register more than 350,000 voters and generate over 200,000 additional votes in “pivotal House and Senate races.”

They say $4 million to $5 million has already been secured, leaving a $14 million to $15 million gap.
That money is the difference between a limited rollout and a fully scaled program reaching voters across 12 to 14 “decisive states.”Â

The target universe is highly specific.
Freedom2Vote identifies people who recently turned 18, moved or returned from incarceration, then further targets young voters and racial and ethnic minorities in key states and districts.

Those voters receive nearly completed registration forms and return envelopes.
The operation then follows up with reminders and assistance.
The documents say its largest gains have come among “underserved Black and Latino audiences.”

The stated objective could not be clearer:
“The effects are large enough to enable voter mobilisation CSOs to change the outcomes of national elections.”
That is the claim being used to market this operation to foreign donors.

Power for Democracies also makes clear who it believes must be stopped.
Its report accuses the second Trump administration of “rapid democratic backsliding” and warns of “potentially existential risks” from Trump’s supposed “authoritarian moves.”Â

The strategy extends beyond the midterms:
Win power in Congress in 2026.
Use it to restrain Trump.
Register voters who remain on the rolls and can be mobilized again in 2028.
“Defending democracy” is the branding. Defeating Trump is the objective.Â

The unanswered questions:
Who supplied the $4 million to $5 million already secured?
Which 12 to 14 states are targeted?
What data is shown privately to foreign donors?
Does Freedom2Vote use Civitech’s partisan models?
