Repurposing of lands held by the federal government... should start with returning ALL lands not SPECIFICALLY authorized by the US Constitution and properly transferred by the State to the federal government be RETURNED to the State wherein the property and or lands are found... Repurposing land by the Federal Government presupposes the Federal Government has the lawful authority and constitutional jurisdiction to manage and hold title to such lands and not the State.
See Article 1, Section 8, Clause 17... The US Constitution limits lands and facilities that may be held by the Federal Government for specific purposes and uses. This provision of the US Constitution is very clear and needs no twisting by pettifoggers to understand its meaning. The People should demand all the lands not Constitutionally held by the Federal government be returned immediately to the States... Again, the Federal government is not to hold large sections of land... NOR IS IT TO MANAGE IT BY STATUTORY LAW... The Land under State jurisdiction is the state's soverign holdings... NOT THE FEDERAL GOVERNMENT. US Territories are not soverign states and therefore their lands are all under the management and control of the Federal Government... UNTIL they become a State.
