At the voting precincts "monitors" could be stationed along side the line of voters to ask each one DO YOU SPEAK ENGLISH and WHERE DO YOU LIVE. These test questions can justify the next request of-let me see your identification. Preparation weeks in advance with precinct personnel should take place to weed out those opposed and to negate any arguements or conflicts at the precincts.
