1/10 For seventeen years, Wisconsin has run federal elections without the HAVA State Plan the law requires. I asked for a copy. The Wisconsin Elections Commission couldn't produce one. Because it doesn't exist. So I sued. 🧵

2/10 The last Wisconsin HAVA plan ever published in the Federal Register: November 12, 2009. Its author: the Government Accountability Board, an agency that was ABOLISHED in 2016. WEC has never adopted a plan. Not once. While cashing tens of millions in federal HAVA checks. 

3/10 WEC's response to my lawsuit? Its lawyers told the court to throw my case out because I "had an adequate remedy": WEC's own HAVA complaint process. Remember that phrase. Adequate remedy. 

4/10 Thirty-three days after filing that brief, WEC's Administrator Meagan Wolfe signed an official document to the Governor admitting there is "currently no administrative process in place for HAVA complaint procedure." None. The rule "has never addressed 5.061 HAVA complaints." Never. 

5/10 So WEC told a judge my remedy was adequate, while telling the Governor that same remedy has no procedures, answers no questions, and runs on "non-governing rules." Same agency. Same weeks. Pick one, WEC. You can't have both. 

6/10 And what did WEC do with my actual HAVA complaints (EL 25-82, four in total)? Disposed of it "without consideration." Their words. The "adequate remedy" they sent me to is a door they refuse to open. 

7/10 Now, mid-lawsuit, WEC is suddenly racing to build the very complaint procedures it swore already worked. The Governor signed off July 16. Funny timing. Almost like someone pointed out the empress had no plan.😎 

8/10 None of this is my opinion. It's WEC's own signed filings, its own published scope statement, and the Federal Register. All public. I've filed it all with the court. WEC owes Wisconsin a State Plan, and it owes the court an explanation.

10/10 Meagan Wolfe has been falsely certifying - each year since 2016 - that Wisconsin had a State Plan as required by federal HAVA. She lied! Instead she signed and filed false statements to the federal government...to get the money. Each time is a felony crime and a breach of the grant agreement(s) with the feds. The six Commissioners of WEC knew also, they covered it up. Perhaps Wolfe will turn over the state voter list.
