The President must be prepared to RELIEVE officers who refuse his LAWFUL orders... and that is the rub. What is lawful in mobilizing the National Guard is not as simple as it appears. If being used for insurrection, it requires an emergency declaration first and the Governor or legislative body of the STate or DC to request assistance, before a legal order to mobilize the National Guard... to restore law and order... can occur.
The Officers of the United States Military take an oath to the Constitution, not to the President.... this is often considered unique among other militaries, as it provides every officer the ability to countermand illegal orders without violating his oath or the laws of the US. It also keeps the officer from escaping personal responsibility for acting on all orders... by assigning the responsibility for the order to a superior. One can't say I was just obeying orders if the order was clearly unlawful.

I ___, do solemnly swear (or affirm) that I will support and defend the Constitution of the United States against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; that I take this obligation freely, without any mental reservation or purpose of evasion; and that I will well and faithfully discharge the duties of the office on which I am about to enter. So help me God. (Title 5 U.S. Code 3331, an individual, except the President, elected or appointed to an office of honor or profit in the civil service or uniformed services)
Commissioned Officers are by law and military regulation to follow the LAWFUL, statutory, and Constitutional orders, of their superior officers, and chain of command... All orders are presumed to be lawful and are to be acted upon as lawful. However, clearly unlawful orders are to be refused by the entire chain of command... Orders for summary executions in a peacetime environment or the arrest of the President, without an act of Congress, Impeaching him, are examples of unlawful orders, and they would be routinely refused by every responsible officer in the Chain of Command.
If I recall correctly, the National Guard has to be requested by the Governor of a state. Since D.C. is not a state, the President can authorize the Secretary of Defense to deploy the National Guard, but it is the Secertary of Defense that actually issues the order. As much as I hate to say it, Neurotic Nancy or Muriel Bow Wow would not have the authority to stop deployment.
Nancy Pelosi controls Washington DC, and she refused to allow trump to bring in the guard. Of course after all of the mess at the capital, she had the guard come in to protect her and her minions for three months, but not to protect the capital and the non-violent demonstrators. I do believe that she was involved in planning that uprising so she could blame it on President Trump‼️
Yet the brain dead fake president we have now gets whatever he wants. The more that comes out, the more I have complete disdain for anyone who votes Democrat.
