Funding US Military and Border Patrol Salaries during this shutdown

How about using the 80 billion in tariffs... At one time, tariffs were more than 90% of the federal government's revenue... Historically, tariffs funded most of the federal government operations.

I can't think of a better use for the Tariffs paid... I believe the law permits it... as the salaries of the Military and Border Patrol meet the CRITICAL and ESSENTIAL funding criteria for funding, during a government shutdown...
