Looking back at Joe's comments and actions both as a Senator and Vice President; he mqay not be stupid, but he certainly is not genius. Now to me it is clear that he has some form of dementia (even if the people who exam him won't admit it and keep covering it up); so his mental capabilities have clearly declined.

That doesn't mean he is not stupid - it just means he is very very very dishonest!. It is very easy to fool people who want to be fooled; or to join with people who have the same dishonest goals as you do.
