Under international law CIVILIANS and non-combatants are not supposed to be targets of war munitions.... however, cluster bombs are used to target zones.. AREAS ( and everything and everyone in them), not specific military targets. Normally, before such ordinance is used warnings to leave the area targeted are issued... as a way to mitigate collateral damage.
