"Nothing will be done to further President Trump's agenda!" - Wrong. President Trump will just rule with more executive orders. He doesn't need congress at all. What are they going to do anyway? Oppose him?
All Trump's executive orders are nothing but paper unless Congress makes them law! As quick as he makes them can be undone by the next president.....he most certainly needs Congress!
