The files were made available through an act of Congress in 1990 & enabled by Ex Orders of POTUS Bush & Clinton
They were available upon request from the repository (Assassination Records & Reviews) on 14th St in downtown DC (later moved to Bethesda MD)

The FBI
Recruited the 2 man hit team (likely from Quantico VA USMC Sniper School—across the tarmac from the FBI training facility)
Supplied the XM-21 rifle [(7.62 NATO) after receiving 5 on invoice from the Defense Dept (DOD) late December 1967 … in late April 1968 4 were returned to the (DOD) on inventory upon Justice Dept (DOJ) orders with the FBI claiming that one had been ‘lost’]*
Supplied the custom ammo … consistent with the death bullet removed from MLK’s body
The shot was from the fire station … not flop house nor bushes
Ray’s Remington 760 30-06 wasn’t the murder weapon (the twist rates excluded it … 1 in 10 (Ray’s rifle) vs 1 in 11 ¼ (for actual murder weapon—as consistent with ballistic characteristics engraved on the death bullet & with the XM-21)
Ray was one of several alternative scapegoats
The MPD Homicide Dept was adamant that Ray wasn’t the shooter
Later analysis by State & Defense Dept personnel (using some very high tech devices) sustained Ray’s claim that he didn’t shoot MLK
What J Edgar Hover & the FBI did was a disgrace & reflects the poor policy of allowing a sick soul to accumulate & maintain too much power for too long

*A company known as Sionics assembled the weapons … essentially an accurized M-14 fitted with a special stainless steel barrel (w/1 - 11.25 rifling twist) manufactured by the Army Marksmanship unit/equipped with a Redfield 3–9x variable scope modified to auto-range by Leatherwood Inc/fitted with a Scionics suppressor & firing subsonic ammunition
(Scionics also manufactured the submachine gun known as the Mac 10 — that was featured in a lot of action adventure tales)
