KORA is mostly broken in Kansas. A writ of mandamus from a district court should not be needed to get open records.
The CJ article said Inspector General found "KDHE spent an estimated $622,119 on its voter registration mailers from January 2022 to June 2025," which did not cover the earlier period I tried to research.
Supposedly there were no records of who had signature authority to approve the mailings in 2020, or what funds were being used. Supposedly there were no records of how much was spent on the mailings, or who was being targeted.
In 2021 the progressive Demos nonprofit could get the information for an online article to brag about what they had done, but those records were not discoverable through KORA.
