  • There are NO LEAKS... these are planned illegal, breaches of national security, and should be investigated and those involved prosecuted.  Documents don't disappear... all classified documents are inventories and when removed or accessed, they are signed for and become the responsibility of the individual removing them from the vault or accessing them. 

    The custodian of classified materials must conduct routine inventories of all classified documents by law... He must ensure all classified materials in his care are all accounted for and secured.  Any items removed and not returned in the specified time must be reported and recovered/returned ... All classified items not in his direct care must have a signature and the custodian must know where the documents are being kept/stored at all times. Some documents and items must never leave the vault and can only be accessed in place...  

    If the custodian is missing classified documents or materials, all those who had access to the missing materials or documents become suspects in an investigation.  In addition, all those who had recent access to the vault or storage facility become suspects and must be investigated.  Phony excuses for missing documents or materials are not acceptable. Poor records or secuirty procedures should not end well for the CUSTODIAN and officers in charge of securing the documents... they should all go to jail.

    • P/S  In a properly functioning classified records system any leak can be rapidly identified and connected to the responsible individual... The intel services are simply derelict in their duty to enforce our security laws and records procedures...
