Then there is INFLATION... inflation and devaluation of today's dollars over the time required to repair the bridge... The Golden Gate Bridge took 4 years to build. Given today's labor and union labor... The Key bridge repairs will probably take closer to 10 or more years... thus the dollars used in 2025 will not be worth as much in 2035... requiring more money to do the same work.
