Yup! Eastern Europe had enough pain since WWI, they are wise to what is happening. These same thing is in Hungary, hoping it doesn't change under the new leadership.
i took friends with me to Hungary who happen to be black. We travelled the entire country and they only saw one black woman in Budapest who also was a tourist. They were shocked at the attention they were getting, people looking, wanting to touch them, talk to them. They simply do not exist in these countries because they don't want to ruin their countries bringing in cultures that don't work with theirs, they want to live in peace and cleanliness.
