Repeal the Home Rule Act and return the supervision of DC's government to Congress... the administration and the President have no veto power over Congress reasserting its Constitutional duty to govern the District... including the administration of justice and the police powers of the District.
Once Congress has reasserted its Constitutional jurisdiction to rule the DIstrict... review all District employees involved in weaponizing the DC government. Then appoint new District leadership, Mayor, Police officials, prosecutors, and judiciary... Disband the sitting Grand Jury and appoint a new one.
Congress has the sole jurisdiction to govern DC per Article 1, Section 8, clauses 17 and 18 of the US Constitution... the President and his administration (DOJ, FBI, US Marshall's service, etc) have no veto or administrative power over Congress's governance of the District... none.

Want lawful Constitutional government... begin by reaserting Congress's auhtority to govern the District. Once Congress has total control over the District remove all the offending and corrupt administration, police, prosecutors, Grand Juries, Judges, etc... all those who have displayed their contempt for Constitutional Government.
