Hiring is frozen for directly sponsoring H1B only, BUT they are hiring H1Bs as contract worker through H1B bodyshops! This setup works better for state/county/city government, and they do not pay benefits and other taxes to those contractors. I had applied for a NYC agency that had 40% visa workers as contractors through a bodyshop out of a 70-person IT team! Only 25 people were showing up as full-time employees in the yearly IT budget. More than half of the IT budget was showing up as service contracts! These IT contract workers are paid at a higher rate than regular workers. Bodyshop makes millions, and the kickback plan always works! Another IT dept for a city in Michigan I interviewed had only 2 people on IT payroll. The other 35 were IT contractors through a body shop, mostly working remotely and coming on site as needed, probably the same IT workers working for different City agencies, too, and billed for hours in excess of 8 hours daily for each contractor to many different city agencies.
