I am very surprised this man is standing outside on a ledge with direct views of the Rose Garden... what if this man were a sniper... where are the Secret Service and DC Police... they should be investigating what this man is doing... Any terrorist seeing this knows they can get a room in the Washington Hotel and crawl out on a ledge to get a direct view of the White House and personal on the ground. Not exactly secure.
