Why couldn't this be one bill that clearly outlwas everything that is not covered, instead of just fast food. Or state what IS allowed instead of a line by line of what is NOT allowed. It makes no sense to do it this way, even though sounds like a win for honesty, it's a tick bite on what needs to be done.
