Ever heard of Gross malfeasance or criminal malfeasance? How about dereliction of duty? Certainly, disciplinary action up to and including criminal prosecution is in order.
Gain of function research for this type of virus is banned by law.... it is a criminal act for US labs, government, or civil to conduct such research.
