This is easy. Don't do it. As soon as we get the SCOTUS decision on CHEVRON Deference in May this entire problem will go away. That decision, if the court decides correctly, will eliminate all unelected administrative officials from making rules that voters have to follow. All regulations like this weird on will have to come from Congress, not unelected appointees. Now, if I had a daughter I can guanantee you that no transgender boys would be in her locker room, competing against her, near her, or touching her.
