The use of 'Quarantine' as a medical means to control plagues is not universal authority to lock down the public domain... Quaranteen powers only apply to those individuals who are contagious or have been recently exposed to a plague and constitute a legitimate public health risk. The current use of medical quarantine to lockdown society is UNCONSTITUTIONAL. The President and CDC need to direct the states on its proper medical application. Using the authority provided to public health officials to restrict both the sick and the healthy is not medically necessary for the public's safety... and may in fact be detrimental to the public health.
The President needs to explain the authority for the proper use of medical quarantine... He needs to inform the public how it is used to isolate the SICK and those recently exposed to a plague vector from the general public. It is not to be used as a wholesale general medical prophylactic applied to everyone. He then needs to direct the CDC to notify the States of the proper use of medical quarantine and to issue a National Health bulletin suspending the use of quarantine for healthy individuals and those not directly exposed to COVID. Those individuals who are not ill with COVID or have not been exposed to the COVID in the last 14 days may return to work and participate in the public discourse. The CDC must direct the States to cease attempts to detain individuals who do not test positive for COVID or have not been exposed to a known vector of COVID within the previous 14days.
If the States ignore the President's directive... he needs to issue an EO and order the FBI, in coordination with the CDC, to intervene and if necessary arrest the Governors... It is time for the President to be Presidential and too exercise his powers to stop the illegal use of medical quarantine as the authority to lock down the economy... We must reopen our businesses and access to the public domain for all healthy and COVID free individuals.

Watch out for Biden... he has plans for a lockdown and the removal of infected individuals from society.... only it won't just be the COVID infected that are removed... What better scenario to remove dissidents, counter-revolutionaries than to label them public health risks and then deal with them out of sight and out of the public's mind?
