Consider the steps:

1. Violence in Somalia is a major driver of displacement, and al-Shabaab is a top instigator of that violence.

2. We fly in those refugees through the .S. Refugee Admissions Program.

3. We give those Somalians money in the form of countless federal benefits, which they evidently then sent back to al-Shabaab as remittances.
