Nov 22, 2016. Biden was still VP. Yovanovitch’s deputy George Kent wrote to her that “someone in Washington needed to engage VP Biden quietly and say that his son Hunter’s presence on the Burisma board undercut the anti-corruption message.” She classified the email CONFIDENTIAL.
Yovanovitch’s embassy knew that an FBI human source told the FBI as early as 2015: "CHS knows a Russian Intelligence Officer (IO) who told the CHS that [Burisma owner] Mykola Zlochevsky […] is using his relationship with Hunter Biden to get closer to the Americans." The IO called it a "long-term operation/long penetration."

Oct 2019, under oath, Yovanovitch told Congress: “neither he [Kent] nor the previous administration ever raised the issue of either Burisma or Hunter Biden with me.”

That 2017 scheme: Burisma’s lobbyists and an executive asked the McCain Institute to run Burisma-funded training for Ukraine’s prosecutors, the office that had closed Burisma’s case.

The bribe. In 2017, an embassy official wrote to Yovanovitch and Kent that the U.S. government spent $500K to “repatriate funds” Zolchevesky “had stolen or diverted to Burisma” and that “someone in the [Ukraine] Prosecutor General’s Office told us that Zolchevsky paid a $7m bribe to a PGO official” which made the “case fall apart.” Kent noted the alleged bribe allowed Zolchevesky to “get the money [reportedly $23M] unfrozen and transferred out of the UK” and that the bribe was to “shut the case.”
So the Obama-era embassy knew from these newly released docs:

Kent testified he flagged Hunter’s board seat to the VP’s office in early 2015. He was told they had no bandwidth because Beau Biden was ill. Instead of fixing the conflict, State scripted a confirmation-hearing answer on Hunter for the new ambassador.
The lobbyists: Blue Star Strategies, run by alumni of Podesta’s Clinton White House, pitched Ukraine’s top prosecutor meetings with DOJ officials and potentially Podesta. Its COO “swore up and down” it did not represent Burisma, so it was not registered as a foreign agent.
The files contain no FARA referral and no request that the DOJ look at Blue Star. They contain no action on the Hunter conflict. What they show is the issue kept on the classified side (“Pls put the hi side email on my chair”) and in what staff called the “Burisma files.”
Then the paper trail was buried. State released these emails under FOIA in 2020–23, but it blacked out Kent’s Hunter Biden passage and every bullet of the $7M bribe background as “deliberative” under (b)(5). The headers came out. The substance did not.

According to [a protected sub-source], two CIA officers took Zlochevsky into the office of Yuriy Lutsenko, who was the prosecutor general of Ukraine. The CIA officers allegedly said Zlochevsky is protected by the US and urged Lutsenko to stop the investigation on Zlochevsky and let him back into Ukraine.”
“Burisma Holdings owns thirteen companies, which are used to pay dividends on investments through fake consulting contracts. The contracts are paid to US investors and funneled through Latvia and the energy sector of Ukraine. Joe Biden and his son, Hunter Biden, have money invested into Burisma. Their investment was passed through a shell company in Latvia.”
