President Andrew Jackson defied the Supreme Court in the 1830s regarding the rights of the Cherokee Nation. It was recorded that Courts have no method of enforcement. Therefore, they need to sit down, shut up and let POTUS do his work. He alone does what is "necessary and proper. Not Congress, nor courts. "Necessary" implies immediate action in result of danger to the country.
