Yep, and there is a time honored phrase for these people who instigate and inflame chaotic events for political advantage; "agents provocateur". And we have seen them becoming more active all across the country in recent years, from the so-called "race riots" in Los Angeles, New York and Ferguson to the January 6th demonstration in Washington DC.
