There are laws and regulations that should keep our nation's weapons and military technology secure from espionage and spies... Any cooperative exchange should not include critical weapons and military technology.
I doubt that TS or Secret programs are included in such cooperative agreements... any exchanges of critical weapons and military technology would be covered by other existing statutory legislation and these programs are likely an abuse of the law... similar to the open border policy which is also illegal on its face.
