Recess Appointments would enable President Trump's Administration to begin work without the delays associated with protracted Senate confirmation hearings. 'Recess Appointees' can assume their official duties while pending Senate Confirmation. They have a two-year window to be approved by the US Senate.
However, 'Recess Appointments' require the US Senate to declare an official 'Recess'... In addition, the House must agree on the Recess... with both Houses of Congress in control of the GOP leadership, a RECESS SHOULD BE easily within their power to declare.
Although rare 'Recess Appointments' are Constitutional and have been used by several recent administrations... President Bill Clinton made 139 recess appointments and President George W. Bush made 171, according to the Congressional Research Service. President Barack Obama continued the practice, using it 32 times,
