This Chinese Communist Party mastermind Covid 19 pandemic has shown the weaknesses in the path that the USA has been following of half a century. China out to promote itself at the expense of the other nations on this planet. Both Republican and Democratic federal politicians and the bureaucracy, the fourth estate. Have been following the directives of the crony capitalist to make a world economy and even a world government headed by them. To pay for the welfare state and more consumer goods the politicians and bureaucracies have allow nation interest to suffer. We are no longer able to defend our self as the pandemic has shown. Critical infrastructure is gone and off shored to some friends and enemies like China.

So how can we reverse this situation? The pandemic has shown that many state are actually 'citystates.' Governors in a federation system have broad powers within the bounds of the Constitution. Governors is citystates defined as ( more the half the voters live in a single of few cities and the two houses of the state legislature are elected by popular vote, by the cities) are in New York, California, Illinois, Virginia, Michigan, etc.. It is clear that they have taken statewide actions effecting both cities and rural areas only based on the pandemic situation in the cities. And in the case of New York take county owned resources and by force redistribute them to the cities. Restrictions on businesses and movement of citizens is not base on the presents of Covid 19 in individual counties but on it's presence in the cities.

The major reason for the difference in the presence of Covid 19 is the public transportation system and the population density in the cities. Even today the Governors are ignoring that the initial explosion of the infection was caused by the density of people on the public transportation vehicles. Where a single infected person exposes dozen or more people each time he uses public transportation, at least twice a day. Critical workers defined by the Governors still use public transportation without required protection face masks to stop virus laden droplet from infecting other passengers. Many do.

State legislatures elected by popular vote represent the cities which lets governors to only be concerned about the cities.

The solution is to return both the state and national senate back to representing the next lower governmental branch of the federation that exist both at a national and within states. The 17th Amendment itself needs to be amended to make senator beholden to their state government. They may also equally be beholden to the citizens.

Prior to United States Supreme Court decisions Reynolds v. Sims and Baker v. Carr in the 1960s, the basis of representation in most state legislatures was modeled on that of the U.S. Congress: the state senators represented geographical units while members of the larger chamber represented population. In 1964 (Reynolds v. Sims, 377 U.S. 533), the United States Supreme Court announced the one man, one vote standard and invalidated state legislative representation based on geography. (The ruling does not affect the U.S. Senate because that chamber's makeup is prescribed by the U.S. Constitution.) Chief Justice Warren held that "legislators represent people, not trees or acres. Legislators are elected by voters, not farms or cities or economic interests." In his dissenting opinion, Associate Justice John Marshall Harlan II argued that the Equal Protection Clause was not designed to apply to voting rights. Senator Dirksen was a firm opponent of the doctrine of one man, one vote on the grounds that large cities (such as Chicago in Dirksen's home state of Illinois) could render rural residents of a state powerless in their state governments. Illinois has 104 counties generally 100 vote republican but have less population then the remaining 4 counties that include Chicago, Cook County. An Illinois Senate with each county getting on seat would drastically change the state.

Nebraska originally had a bicameral legislature like the other states, but the lower house was abolished following a referendum, effective with the 1936 elections.

The abuses of the citystates clearly position counties as having standing. They have been harmed is measurable ways.
