It is my understanding the US govt provides aid to Ukraine part of which is a ear-marked to buy ONLY US made weapons/munitions from specified manufacturers, thereby not directly providing weapons but a check to buy weapons of certain type from designated manufactures.Â
The War Powers Resolution... allows the president to engage in a limited deployment of US Armed Forces for 60 days without Congress's statutory approval... The issue of a Congression Resolution in the form of an Authorization for Use of Military Force (AUMF) - must be passed by Congress, Congress must pass an AUMF approving the President's plan for the use of the military.. covering the scope, size, location(S) and normally the duration for the deployment... Other limits on the appropriate force to be used are also capped in the (AUMF).Â
Generally, a CLEAR AND PRESENT DANGER to the US's national security must exist to invoke the War Powers Resolution. The President must consult with the leadership of Congress before committing troops and has 30 days to submit the details for the deployment to Congress for formal approval (AUMF)Â Congress must approve the use of military force within 60 days of deployment or the President must withdraw US Forces forces within 90 days of deployment.
However, the shipment of munitions, equipment, and military supplies, in support of foreign allies, is restricted to the standing budgetary limits for such CONTINGENCY OPERATIONS. It should be noted that providing arms, munitions, and military supplies to a belligerent at war ... IS AN ACT OF WAR AGAINST THE OPPOSING BELIGERANT> Gving ai to Ukraine is technically an act of war against Russia. Â
Appearances are often a major factor in establishing credibility... I respect Steve and his service... however, there will be others who will discount anything he says because of his appearance. The old maxim... first impressions are important and appearance is often the better part of first impressions. I am sure you are personally not affected by such shallow perception and that the mere appearance of others doesn't affect your discernment or judgment. However, appearances are often the greater portion of mankind's judgments...
