If the People as consumers choose one form of conveyance from another, and the energy form as well that drives it, that is the Peoples business and not the mandate of untrustworthy public servants like this old bag!
Here's an idea for clueless wonders like Yellen, lets let the competitive marketplace and consumer choices drive the outcomes, not "top down" well-meaning but proven-to-error mandates, that Yellen asserts to operate from.
I believe Biden's economic policy is designed to destroy the dollar as the world's reserve currency and to create the collapse of our economy. Thus forcing us to accept the new world order... and globalism or starve and freeze... in a nation with the world's largest known proven oil reserves. We are under attack. TREASON is occupying some of the highest offices in our land.

That road to Hell is paved with good intentions, but I think you are right. Placing parenthesis around the expression "well meaning" is more accurate, since we only can presume good will.
You are also correct about destroying the USD as the World standard. Ironic that a man who could be called "Joe Bribem" would devalue the very thing he has commited high crimes for.
But this criminal ambition to destroy US wealth has two major issues I readily see.
- The Constitution mandates the US credit shall never be held in question. Destroying the USD value promises to do so.
- US wealth is comprised of public funds held for government benefit of the People, and private wealth which is private property, and not the governments to treat as its own. Therefore, any attempt to digitize wealth to render it programmable (cannot be used except as the government programmer indicates) or immobile (not transportable by the private owner at discretion) is flatly illegal. People must be informed to remove assumptions such as government issued money is government wealth. Then such a travesty could never happen without violent consequences to the actors. People have killed for ambitions and disputes over wealth.
The U.S. is sitting on the largest reserve of high grade (sweet) crude oil on earth, enough to easily run our country at todays rate for the next 100 years which will give us enough time to actually create a true energy alternative that works IF we start today! The answer is nuclear!

Three mile island started in 1969. Today you can put their total amount of nuculer waste in the back of a pickup and there will come a day when that waste will be VERY useful!
The quickest, least expensive, and technologically sound alternative to fossil fuels is NUCLEAR POWER... it is clean, has the safest record of any existing system for producing electricity, and is economical and commercially ready for immediate application.
Why is Nuclear power being ignored? it is being ignored because it is cheap and Big Energy has trillions of dollars SUNK in fossil fuels.. big energy doesn't hold the title to most of the world's Uranium fuel. They would lose their monopoly hold on the power grid and the source for their huge profits and political power.

The nuclear trick is to install and maintain strict technical and safety standards similar to what that aerospace actually observes,
that disregards bottom line atrofication of standards.
