A Compton city councilman and five other people were charged with obtaining fraudulent votes in a runoff election that was ultimately decided by one vote, the Los Angeles County District Attorney’s Office said Friday.

Councilman Isaac Galvan, 34, Jace Dawson, 34, Kimberly Chaouch, 48, Toni Morris, 34, Barry Reed, 61 and Reginald Streeter, 51, have all been charged with conspiracy to commit election fraud.

Galvan also faces one count of attempted bribery with intent to influence an election, officials said. The Los Angeles Times reported he was also arrested Friday.

Galvan and Dawson, a former candidate for the Compton City Council, worked together to secure votes to ensure Galvan would retain his District 2 seat during a runoff election in June, the criminal complaint alleges.

Chaouch, Morris, Reed and Streeter, meanwhile were allegedly registered to vote at Dawson’s address in Compton, even though they didn’t reside there. All four are charged with voting illegally in the election.

    What makes the United States Supreme Court the Most Unique in the World is the "Fact" that One of its Duties as Described in Our Constitution is When Congress and/or the President passes a Law, The Supreme Court is the Sole Body to Assure Whether or Not it is "Allowed as defined within the confines of the Constitution" and thereby a "Law" or Not! You, Madam, need to deepen your studies!

    I am somewhat in the dark as to what your response is in reference to. As to Our Supreme Court, its Primary Function Remains that of assuring All Congressional and Presidential Acts (Laws) Remain within the Boundaries of Our Constitution. This factor alone makes the United States Supreme Court the Most Unique in the World. 

    • Seems to me the perfect example of SCOTUS rewriting law was in the matter of Roberts in the Affordable Care Act.

  • To know our past is to know ourselves... The first rule of leadership is to know thyself; too, understand one's limits, positive attributes, and shortcomings. One can not lead unless they first understand themselves.  By knowing self, one can improve and avoid past mistakes.  History contains within it a pattern for success or a road map to ruin.  This is true for both individuals and nations.

    While we must know where we came from...  we must also know where we are going. a nation's leaders must avoid becoming fixated on revenge or anger for past errors and abuses in their history... Dwelling excessively on the shortalls of is counterproductive.  Fixating on past grievances and transferring them to the present is harmful to good order and social harmony.  Past failures are to be avoided NOT CELEBERBRATED.

    Congress passes a "Law". The President signs it into Law. However, " If Challenged, the Merits of the Law are reviewed in a Superior Court to verify that indeed both Congress and the President Acted within the Boundaries Set Forth In The Constitution to Contain Their Powers. IF Enacted within these Boundaries this Law becomes known as a Case Law, never to be Challenged again, and can be used as Prime Facia Evidence. " This holds and includes All States. "Case Law" means "Constitutionally Tested!" Enough of this rhetoric, I am through with this Debate!

    • FIne... let every case stand on its own merits...  the dicta of the court should never be used to rewrite or dismiss the underlying law in the case before the court... to do so, is usurping legislative powers reserved for Congress and the legislative branch.  The findings of the Court should apply ONLY to the case at hand... Each case before a Court is 'unique and stands on its own merits.  Stari Decisis should never be substituted for Statutory Law...NEVER.  Case law is FIAT LAW PERIOD.

      Congress can decide which Court cases merit revising Statutory law, EO's, regulations, etc... should Congress agree with the Court's findings they should modify or repeal the abusive law; If not, they can choose to ignore the Court's findings and require the law be enforced as written.  Individuals with grievances may continue to seek relief by filing separate actions with the Court... any relief must be rendered case by case until Congress decides the law needs their action.

      The Courts are exercising power not assigned to them... going around Congress and the Executive to secure their own fiefdom; too, subdue the People under the color of law.  Judicial fiat is not law.  Case law is not law, it is the construct of judicial OPINION, the dicta of the court, and nothing more.
