The reason for advising third-world countries to have a system that represents each of the tribes in each district is simply because 1) you could never get a majority of the people on board with democratic elections without it due to the deep divisions between the various people groups and tribes within these "countries" whose boundaries were drawn by European Colonialists sometime between 1922 and 1947, and 2) these thier-world countries are NOT made up of homogenous populations or people groups because of what I stated in #1 above. The REAL problem with the way that the USA approaches setting up governance within a democratic framework in foreign countries is due to the fact that the US Department of State and their supporting NGOs don't have one clue about the history or culture of the target country thus these organizations take out their American Cookie Cutter Approach, roll out the foreign countries dough (the people), and try to make American cookies that always taste like CRAP!
Example: Afghanistan is made up of 19 different people groups, but they all have a similar system of governance called the Loya-Jurgah system. This system has clan leaders ruling over their respective clans, tribal leaders settling disputes between the clan leaders, and then Warlord Governors resolving disputes among the respective clan leaders. Each of these leaders came to power through an informal democratic process. Afghanistan has always been a collection of these 19 people groups with their respective Warlord Governors coming together to resolve issues at the national level and a weak central government. However, the US Department of State, which does not really recognize countries, just capitals, decided that Afghanistan MUST have a stong central government with weak governorates and to make a long story short is exactly why the Taliban are back in control today!
President Trump only needs to intervene in leftist states like California that can obviously not manage their own affairs. California is a failed state with a failed economy, a failed health care system, failed state universities, etc etc. Too much leftist politics killed off California. This needs to be fixed by the federal government and it needs to be prevented from happening elsewhere in the United States of America with federal government intervention if necessary.
States have to handle their own affairs, that's not up to the federal government, they have limited power over the state......by design. When do you get that Trump cannot fix stupid. It's like with children, you teach them how but don't do it for them!!!!!
