Prior to the 1st Gulf War in 1991, the Emir of Kuwait was the most outspoken member of the Arab League against the United States. He was also very pro-Palestinian and had allowed 400,000 Palestinians to live and work in Kuwait. In addition, there are many Islands in the Red Sea, Gulf o Gulf of Aqaba, the Suez Gulf, and the Mediterranean that have few or no permanent inhabitants and would make ideal locations for refugees needing temporary shelter from the effects of war.

That's a great idea. I don't know the geography there as well as you do but I'm curious what islands you are talking about.
Muzahdorf Islands and the Farasan Islands ... each contain a series of Islands located at the foot of the Red Sea... There are also several island groups off Egypt's Eastern border on the Mediterranean... Also, several abandoned cities near and on the coast of the Dead Sea could be used for temporary refugee settlements. Isolating Gaza refugees from Jordan proper... not to pose a long-term problem for Jordan... no one would want to permanently occupy the area.

These islands belong to a country, right? Isn't that like offering uninhabited islands that belong to the United States? I can tell you that I certainly don't want any of these people on American soil just like these other countries who own these islands probably don't want them there but you definitely know more about this than I do. It might be different there. For all I know no country has laid claims on these islands.
The Red and Mediterranean Seas have several uninhabited or partially inhabited Islands that can be used to hold Gaza's Refugees... in tent cities. Refugees should be kept close to their homes and returned as soon as it is safe to return... they should not become IMMIGRANTS in the sponsoring state.
Send them to these Islands and let them build temporary housing and administrative facilities... desalinization of the local seawater can be used where no fresh water is found. Keeping them on islands will isolate them from the hazards of war and keep them from violating their refugee status.
