This is not a war or a race against an oppressor like Nazi Germany, Communist Russia, and the totalitarian states of the past. No armed conflicts, no uniformed forces, and no territorial bounties. If this is a war or a race, who is the opponent? The Darth Vader of the AI world? Where are the casualties, the internment camps, or the rules of the Geneva Convention on war?
This “race” can never be won because it is a struggle for something—a crusade, not a way to dethrone an evil king. This is a struggle to fill a void of understanding with knowledge and facilitate human expansion, something that can never be quenched or fulfilled. No measure shows a finish line or a completed task. This is an open-ended expansion of human intellect and purpose: a tool that will, in itself, build more tools. It is the next step in human achievement.
The media and its spectators want to believe there is a finish line and a final horn signaling the end of a tournament, a game with a starting gun and a stopwatch to measure when victory can be awarded. The AI evolution will continue to stay with humanity, ever growing, ever reaching new heights—some to the benefit of mankind and some to our chagrin.
The AI race is not a race at all, for there are no human competitors, only those who desire or need to gain an advantage over another. Any advantage accomplished will be short-lived and shallow, because the exponential expansion of AI will not be stopped—only the latest version captured.
Therefore, who is the competitor? It is ignorance and a lethargic desire to be less.

Hey Grumpy, here is how stuff like that happens. A US manufacturer get a contract to build a part(s) but sub's it out to the lowest bidder, China, India, etc. THe US Govt may not know that some of our senitive equip is being sourced in China. Austria is the least of US's problems.
