Some 'Primary' delegates may be transfered per the political parties' rules for the state such delegates represent. Supper Delegates may unilterally change their support for candidates at any time before the official vote. It is all so disengenuous... as the elite work to shroud the inner workings and rules of their party's selection hidden... keeping their members in the dark.
