Economy Stimulation

If Obama preaches stimulating the economy why can't he enact some sort of Government subsidised mass transit so that e can have more reliable bus routs instead of having to wait an hour for every bus?

    For us lower classed individuals;  If we can make it easier to be more reliable without being monopolized to use and buy a car, it would be easier to go farther from home using mass transit
