The Obama administration is using U.S. foreign aid to promote rights for gays and lesbians living abroad.
President Barack Obama issued a memorandum Tuesday directing government agencies, including the State Department and the U.S. Agency for International Development, to use foreign aid to assist homosexuals who are facing human rights violations.
"I am deeply concerned by the violence and discrimination targeting LGBT persons around the world," Obama said in the memo.
"Our deep commitment to advancing the human rights of all people is strengthened when we as the United States bring our tools to bear to vigorously advance this goal," he added.
The president also ordered U.S. agencies to "protect vulnerable gay and lesbian refugees and asylum seekers."
