Nazi Official Says Volunteers Killed the Retarded
LIMBURG, Germany, Feb. 25 — A former Nazi official testified today that the Hitler regime allowed only volunteers to carry out its program of killing mentally and physically retarded persons.
“No doctor ever was ordered to participate in the euthanasia program; they came on their own volition because they were devoted to the idea of mercy deaths,” the former secretary general of the Reich Committee for the Scientific Registration of Mentally Retarded Persons said.
Dr. Hans Hefelmann, a 57year‐old agriculture expert, insisted that the decisive factor in the killings was whether the patient faced excessive suffering.
Dr. Hefelmann, who headed a section of the Reich Chancellery, denied vehemently that the Nazi regime observed quotas for killing the weakminded and physically disabled.
He said 96,000 such persons died naturally in 1936, and that the high rate of natural deaths made it impossible to draw up accurate statistics on who should be killed.
Dr. Hefelmann is charged with complicity in the murder of 73,000 persons, including 3,000 children,
It is estimated that 200,000 persons died at the hands of Nazi doctors because they were considered “unworthy to live.”
Dr. Hefelmann is the only, former Nazi official occupying the dock in the current trial.
Describing the beginnings of the program, Dr. Hefelmann said a secret circular was issued on Aug. 18, 1939, requesting that all mentally and physically retarded children, 3 years old or less, be registered with his office.
Based on a report listing each individual illness, a panel of experts then decided who would be put to death.
The court asked why the committee did not disclose frankly that it was preparing “mercy deaths.”
Dr. Hefelmann said that Hit ler ordered the procedure that was used. He added:“The Fuhrer did not want us to use the phrase 'putting a person to sleep,' although I personally would have had no objections. That is why we had to say we registered them scientifically.”
He admitted that regulations in the secret circular left no room for doubt that parents of the ill‐fated children knew what was coming.
