No. They are not an enforcement department. Someone with standing must appeal to the SCOTUS through due process and if they (SCOTUS) decide to hear the appeal then they can rule on it. Until then the DOJ is in charge. BTW - why didn't the SCOTUS stop the Civil War from starting? ...Because they weren't asked to through the appeals process, which could have happened, but the Southern Democrats wanted to secede from the USA and form their own nation.
