That' s just the plain truth. They can't. They have a pen, not a key, not the sword, not the purse. Nothing but a black robe, they don't even have a dictionary to look up certain words. Too bad, they don't know what the word "Under" means, nor "Good Behavior (which is ....moral....) They need to be put in "time out." One way or the other.
