I am very hopeful that President Trump and the DOGE can immediately reduce spending by at least $2 Trillion in the first year and another $2 Trillion over the following 3 years, The problem is that in this day and age, Federal Government Employees don't perform the Governmental Functions the Taxpayer is paying for... Federal Government Employees ONLY manage the Contractors which are doing the work. In some cases, the Federal Government Employees are NOT qualified to do the work and the contractors have become a necessity. In other cases, the Federal Government Employees believe they are too good to do the work and all they think their duties are is to supervise the contractors. I know this from personal experience leading a Federal Contractor.

Since government does not operate as Private Companies with a BUDGET, maybe Mr. MUSK and Mr. RAMASWAY can devise a penalty-Fine system that would include these department employees and heads. And if their paychecks get whacked, maybe that would encourage them to scrutinize these deals much more closely. And if history reveals that certain contractors have been culpable-----CAN THEM RIGHT AWAY.
