President Trump said Tuesday that second-stage talks over Iran’s nuclear program will unfold rapidly after a preliminary deal is signed Friday and that “all hell will rain down” if Tehran violates its commitments.

Mr. Trump, traveling in France for the Group of Seven summit, said he would release the text of the first-stage deal soon and took pains to clear up misunderstandings.

He said Iran would not receive U.S. funding or investments and the Strait of Hormuz would remain toll-free in perpetuity.

“It’s toll-free beyond the 60 days,” he said, referring to the time frame of nuclear talks. “It’s toll-free, period.”

Members of Congress and the media are itching to see the text of the memorandum of understanding, which Mr. Trump and a top Iranian official signed late Sunday to reopen the Strait of Hormuz and lift the American naval blockade of Iranian ports.

Hardly anyone has seen the deal, raising suspicions that it might not be as good as advertised, though Mr. Trump said everyone can see it at least by the planned signing Friday.

“I’ll probably have a press conference and read it to you word by word so that the press covers it accurately,” he said.

The preliminary deal alleviates economic pressure on both nations and sets the stage for restricting Iran’s nuclear program.

“The ships are starting to move now. We’re going to have it fully opened by Friday,” Mr. Trump said. “Oil is starting to go, and the prices are coming down rapidly.”

Iran would be allowed to immediately begin selling oil and fuel under the memorandum. Sanctions relief would take effect after the agreement is signed, The Wall Street Journal reported.

A senior U.S. official said the agreement is “performance-based,” and Iran would not receive any benefits unless it satisfies terms, “including no nuclear weapon, neutralizing its enriched material, and not interfering with the free flow of navigation in the Strait of Hormuz.”

Mr. Trump said a 60-day period of nuclear negotiations would start immediately.

“Iran wants to get it done. They have to get back to business,” he said. “I think it’s going to go pretty quickly. It could take longer, but it could go fast.”

Mr. Trump said the U.S. is capable of retrieving the “nuclear dust” — the enriched uranium buried from previous U.S. strikes — from Iran’s mountains but is in “no rush” to dig it out.

He said the Americans, and possibly the Chinese, are the only ones able to excavate the material, and it is under close surveillance.

Vice President J.D. Vance, Special Envoy Steve Witkoff and Mr. Trump’s son-in-law Jared Kushner are expected to attend the deal signing in Switzerland.

Critics say the agreement simply returned the U.S. to the prewar status quo, accomplishing nothing.

Still, Mr. Trump said the deal says “loud and clear” that Iran cannot develop or purchase nuclear weapons.

“If they do, all hell will rain down on them. They are not going to do that,” Mr. Trump said during a bilateral meeting with the emir of Qatar.

The U.S. and Israel launched a military operation against Iran on Feb. 28 to prevent Tehran from getting a nuclear weapon. Early strikes killed top Iranian leaders and decimated the country’s military.

Iran retaliated by restricting oil traffic through the Strait of Hormuz, causing energy shocks and higher gasoline prices in the U.S.

American negotiators struggled to reach a consensus with a fractured Iranian leadership, though Mr. Trump said they found a trustworthy group.

“They are not radicalized and [are] looking to help their country,” he said.

The president confirmed Tuesday that the U.S. would not pour funds into Iran as part of the preliminary agreement, even as Tehran said Washington agreed to assist in rebuilding the country.

“We are not investing any money in Iran, by the way. That rumor that got out there yesterday. It was ridiculous,” Mr. Trump said.

His comments echo those of Mr. Vance, who said other countries in the region would pick up the bill for the rumored $300 billion postwar reconstruction effort.

Specifically, Mr. Vance told CBS that countries in the Persian Gulf region would be the ones to assist Iran in rebuilding after more than three months of war with the U.S. and Israel.

“That’s the sort of things they could have access to so long as they honor their end of the obligation,” Mr. Vance said of the Iranians.

Qatar, which played a significant role in negotiating the preliminary deal between the U.S. and Iran, said it had not allocated any funds for the reconstruction effort.

Qatari Foreign Ministry spokesman Majed al-Ansari told reporters that he did not expect the region to return to “business as usual” after the war concludes and that “there is a lot of need for dialogue and for agreement over how to guarantee the security of our region.”

Senate Minority Leader Charles E. Schumer, New York Democrat, said it was bizarre that no one knows what is in the plain text of the deal. He called on the administration to deliver a briefing to members of Congress, starting with the Gang of Eight, which includes leaders and senior intelligence committee lawmakers in both parties.

“I’m calling on Trump to inform the American people on whatever his understanding with Iran involves, and he should do it immediately so we all know what the heck is going on,” Mr. Schumer said on the Senate floor. “We’re in the middle of a war; no one quite understands what Trump is up to. And now, he’s keeping everyone in the dark.”

Sen. Lindsey Graham, South Carolina Republican and a national security hawk, said he hopes Mr. Trump’s effort to “forever foreclose” Iran’s nuclear ambitions is successful. Further, he wants more Middle Eastern nations to normalize relations with Israel through Mr. Trump’s Abraham Accords.

“The ultimate win for taking on Iran is to open up a pathway to peace through Abraham Accord expansion and build on regional integration,” Mr. Graham said on X. “If the conflict with Iran yields this outcome, it will be one of the most successful military operations in American history.”

One of the major sticking points, beyond whether Tehran can be trusted in nuclear talks, has been Israel’s assault on Iran-backed Hezbollah terrorists in Lebanon.

Mr. Trump broke sharply with Israeli Prime Minister Benjamin Netanyahu on Tuesday by declaring Israel has been “fighting Hezbollah too long” and killing too many civilians in Lebanon.

“If Israel can’t do the job without killing everyone else, he’ll do the job,” Mr. Trump said of Syrian leader Ahmad al-Sharaa. “Syria will do the job.”

The president said Israel has been “fighting Hezbollah too long and too many people are being killed” and criticized the tactic of striking apartment buildings.

“You don’t have to knock down an apartment house every time you’re looking for somebody,” he said, “because there are a lot of people in those apartment houses, and they’re not all Hezbollah.”

Mr. Trump said he personally urged Israel to have Syria take over the role of fighting Hezbollah.

“I suggested to Israel to let Syria take care of Hezbollah because, to be honest with you, I think they’d do a better job of doing it,” he said.

The president said he was unhappy with an Israeli attack on Beirut that occurred as he was negotiating the U.S. peace deal with Iran, and he let that be known to Mr. Netanyahu.

Mr. Trump said his relationship with Mr. Netanyahu is “unbelievable,” but added, “Bibi has to be more responsible with respect to Lebanon.”

Israel signaled Monday that it had no intention of stopping combat operations against Hezbollah in Lebanon, despite the U.S.-Iran deal promising a ceasefire on all fronts.

Israeli Defense Minister Israel Katz wrote in a statement that he and Mr. Netanyahu were opposed to withdrawing Israeli forces from Lebanon.

“Holding territory and maintaining security zones are among the IDF’s greatest achievements in the War of Revival, under the decisions and guidance of the political leadership,” Mr. Katz wrote, referring to the Israel Defense Forces.

“Therefore, we oppose an IDF withdrawal from Lebanon, despite all existing pressures and those that may still come.”

Mr. Katz said Mr. Netanyahu made his position on withdrawal clear to Mr. Trump and Defense Secretary Pete Hegseth in conversations Sunday.

Iranian Foreign Minister Abbas Araghchi said Tuesday that continued Israeli attacks or occupation in Lebanon would constitute a violation of the deal.

In remarks before diplomats stationed in Tehran, Mr. Araghchi said that, from the beginning, Iran has considered a full ceasefire in Lebanon to be a prerequisite for ending the war. He warned that none of the deal’s provisions would be realized if Israel continues to attack Hezbollah.

President Trump drew a stark line Tuesday between his Iran nuclear agreement and his predecessor’s, calling former President Barack Obama’s 2015 deal “a road to a nuclear weapon” and insisting his own agreement leaves no such opening, warning Iran that any attempt to develop, buy or acquire a nuclear weapon will bring catastrophic retaliation.

“This deal is a wall to a nuclear weapon. [Mr. Obama’s] deal was a road to a nuclear weapon. My deal — they can’t have a nuclear weapon,” Mr. Trump told reporters at the G7 summit in Evian, France.

“They’ll get blown up if they have a nuclear weapon. … In his deal, they were allowed to have a nuclear weapon.”

Mr. Trump also noted that the U.S. paid the Iranian regime “nothing,” while the Obama administration “paid them billions of dollars, and it was a disaster.”

The new agreement, brokered with Qatar’s mediation, contains no such expiration window, according to the president, and pairs its prohibitions with the implicit threat of military force demonstrated by last year’s B-2 bomber strikes on Iranian nuclear facilities.

Mr. Trump told reporters he pushed for stronger language in the deal, saying the Iranians “originally wrote that ’We will not develop a nuclear weapon.’ I said, ’No, no, you’re not going to develop it. You’re not going to buy either.’ That took another couple of days of time.”

Mr. Obama was among several Democrats who criticized Mr. Trump’s planned peace deal with Iran, telling ABC News last weekend it was “doubtful” any agreement would significantly improve on his 2015 nuclear pact with Iran.

“It is doubtful that any agreement that arises is going to be significantly different, or a significant improvement from the deal that we had in the first place,” Mr. Obama told the news organization, adding that the agreement “worked for a long stretch of time”

The Joint Comprehensive Plan of Action, reached 11 years ago between Iran and world powers, including the U.S., traded sanctions relief for limits on Tehran’s nuclear program — capping uranium enrichment, shrinking its stockpile and opening its facilities to expanded international inspections.

But the agreement came with an expiration date. Sunset clauses would have let Iran resume full-scale enrichment by the mid-2030s, a timeline critics warned was a delay, not a permanent fix.

President Trump said Wednesday a pending deal with Iran will bring peace, forestall Tehran’s nuclear ambitions and avoid the “economic catastrophe” that would have unfolded if bombs kept falling in perpetuity.

Mr. Trump rattled off potential benefits as the world got its first glimpse at leaked versions of the first-stage deal that ends hostilities in the Middle East and gives both sides 60 days to make a final deal.

The president said he achieved “everything, and much more” in the memorandum of understanding, and that it could be signed as soon as Thursday — ahead of a planned Friday signing.

Mr. Trump said he was impressed by the Iranian leaders who negotiated the deal.

“Actually, I think they’re smart. I think they’re very smart. I think they’re far less radicalized,” he said at a concluding press conference at the Group of Seven summit in France. “I think they’re going to behave much differently.”

Mr. Trump pointed to rising stocks on Wall Street in the wake of the tentative peace settlement, which lifts a U.S. blockade of Iranian ports and reopens the Strait of Hormuz over a 30-day period.

The administration announced the deal on Sunday after months of fighting in the Middle East.

Various media outlets published leaked versions of the memorandum of understanding.

The White House has not released the official version, with Vice President J.D. Vance suggesting Middle East partners, such as Qatar and Pakistan, requested a delay before the Friday signing.

Mr. Trump said he expects both sides to reach a positive deal in the second phase of negotiations.

He also said the first-stage deal could change, but he’s ready to resume bombing if the agreement falls apart.

Senate rejects another Democrat-led effort to end Iran war despite peace deal!-Posted on The Washington Times-By Lindsey McPherson, The Washington Times-On June 16, 2026:

Senate Democrats, not confident that President Trump’s first-stage peace deal with Iran will hold, are continuing their push for Congress to formally end the war.

But they remain one Republican supporter shy of the 51 votes needed to pass a war powers resolution terminating hostilities with Iran.

“Trump’s Iran war blunder can’t end soon enough,” said Senate Democratic Leader Charles E. Schumer of New York. “We’ve been told dozens of times that this war is over – dozens of times that proved to be a lie.”

Senate Democrats’ ninth attempt to advance a war powers resolution failed in a 47-48 vote on Tuesday.

Four Republicans – Sens. Bill Cassidy of Louisiana, Susan Collins of Maine, Lisa Murkowski of Alaska and Rand Paul – voted with most Democrats in support.

Sen. John Fetterman of Pennsylvania remains the only Democrat voting in opposition.

“While no one has seen this agreement – and there is still some doubt that it will even actually materialize – it appears at the foundation to be a payment to Iran to open the strait,” Sen. Chris Murphy, Connecticut Democrat, said, noting that giving Iran significant sanctions relief now removes the leverage needed to get them to negotiate on an end to their nuclear program.

With full Senate attendance, Tuesday’s vote would have been a 50-50 tie. Three Democratic supporters and two Republican opponents were absent.

Vice President J.D. Vance, a key broker in the peace talks with Iran, would have sided with Republicans in breaking the tie, so Democrats need to flip one more Republican if they hope to pass the war powers resolution.

A previous war powers resolution advanced because of GOP opponents who were absent. Democrats are preserving that resolution in case they can flip one more Republican needed to pass it.

Two weeks ago, House Democrats successfully passed an Iran war powers resolution in their chamber with the help of four Republicans.

Even if the war powers resolution were to pass the Senate, Mr. Trump would certainly veto it and neither chamber could muster up the two-thirds majority needed to override that.

President Donald Trump announced Sunday that the U.S. and Iran agreed to sign a Memorandum of Understanding (MOU) to bring the months-long war to an end. The formal signing is planned to take place at a meeting in Geneva, Switzerland, on Friday.

The MOU is not a final, negotiated “peace deal.” But it is the first important hurdle in a longer process that could potentially end the costly war that began Feb. 28. Trump said he might send the MOU to Congress for review and that he’d read it aloud at a press conference once it is released to the public.

The details surrounding the MOU are scant. But the basic gist is that, barring a total breakdown, the MOU ends hostilities on all fronts (including Lebanon) and begins a 60-day period in which both parties can negotiate thornier issues: Iran’s nuclear program and uranium enrichment capabilities, the long-term arrangement for the Strait of Hormuz and whether Iran will keep its fee system permanently in place, and sanctions relief. An Iranian news outlet published a 14-point proposal purported to be the actual MOU, “electronically signed” by Trump and Vice President JD Vance. What’s more clear, however, are the factions who want to derail the peace process, continue the war, or else want the opposing side to get nothing out of any future deal and thus make peace all but impossible: the Israelis, the Iran Hawks and Israel Firsters, and hardliners in the Iranian regime.

The Israelis

The Israelis have made it known since Sunday that they have no intention of ending their occupation of Lebanon, even though it would appear that this is a crucial part of the MOU. Iran’s Supreme National Security Council said in a statement that “under the agreements reached, the war and military operations on all fronts, including Lebanon, are ended immediately and permanently.” Trump’s stinging and very public criticism of Israel and the IDF at the G7 summit on Tuesday also suggests that Lebanon is key to any future deal. Yet Israeli Prime Minister Benjamin Netanyahu is digging in, insisting Israeli troops will continue to occupy Lebanon “for as long as necessary.”

“We established deep security zones around the state of Israel. We did this in Gaza, in Lebanon and in Syria,” he said at a press conference Monday. “And I want to make it clear: we will remain in these security zones … to protect our country.”

Other members of his right-wing coalition have indicated Israel will spoil the progress in the coming days or weeks. Defense Minister Israel Katz said Monday that the Israel Defense Forces will remain in Southern Lebanon and promised that Israel will “resist any pressure” to end the war. Finance Minister Bezalel Smotrich said the MOU was “bad for Israel and for the entire free world. Period.” National Security Minister Itamar Ben Gvir also attacked the deal and said: “Trump’s agreement does not bind us.”

“Israel is not subordinate to the United States. We are an independent and sovereign country,” Gvir said. “We are not partners to this agreement, which does not safeguard our security. We must not withdraw from any territory [in Lebanon] that our fighters have captured.”

The Iran Hawks and Israel Firsters

Prominent neocons, Iran Hawks and pro-Israel voices on the right have come out of the woodwork in recent days, knives unsheathed, in a desperate attempt to pressure the Trump administration out of the peace process and return to full-scale war.

Marc Thiessen, a Fox News contributor and Washington Post columnist who has praised Trump at every turn since Feb. 28, referred to a leaked 14-point proposal as a “complete disaster” if true. Rather than directly criticizing the president, he framed the MOU as the “Vance peace deal,” even though Trump signed off on it. Meanwhile, Fox News host Mark Levin was furious that Israel got left out of the negotiating process.

A slew of others, including Foundation for Defense of Democracies CEO Mark Dubowitz, several Fox News contributors, Ben Shapiro and radio host Erick Erickson, have slammed the MOU and likened it to former President Barack Obama’s 2015 Joint Comprehensive Plan of Action.

This faction’s main goal is to pressure the administration as much as possible so that Trump fully backs out of the MOU, asks Iran to make concessions that would be a virtual nonstarter in future negotiations, or restarts the war.

The Iranian Hardliners

Al Jazeera reported Tuesday that hardliners in the Iranian regime have “shown their anger at the prospect of signing a deal with US President Donald Trump.” This faction believes Trump is the key culprit behind the assassination of former Supreme Leader Ali Khamenei and General Qassem Soleimani, according to the outlet.

The hardliners reportedly do not want the regime to make any major concessions to the U.S., want full and permanent control over the Strait of Hormuz, and want U.S. troops to leave the region entirely. Some of these hardliners are associated with the political group Paydari Front, led by Saeed Jalili. Jalili was a longtime representative of Khamenei on Iran’s Supreme National Security Council, Al Jazeera reported. He is believed to be the main opponent to a deal.

On the other hand, moderates and centrists, who include Foreign Minister Abbas Araghchi, have pushed for a negotiated settlement that still secures Iran’s interests, Al Jazeera reported. Surviving members of the Islamic Revolutionary Guard Corps are also said to be playing a role behind the scenes in shaping negotiations, according to Al Jazeera.

Trita Parsi, an Iran expert and the vice president of the Quincy Institute for Responsible Statecraft, believes there is an Iranian hardliner faction currently attempting to poison the well before future negotiations even take place. In an interview Monday, Parsi told Tucker Carlson some of the proposals and recent leaks coming from Iranian state media are, in fact, poison pills.

“There have been so many different versions that have been floating around. Some of them, frankly, do seem to be sabotage efforts,” he explained. “Some of the hardline media in Iran that has been sending out versions that I think deliberately were trying to raise people’s expectations in order to make the final deal look bad. They’re doing it to try to sabotage.”

Parsi also noted that the Paydari Front is “dead set” on opposing a deal and that the group organized protests outside the Iranian Foreign Ministry in Tehran, calling for the death of Abbas Araghchi and others who were negotiating with the U.S.
