The State Department lists 94 groups as foreign terrorist organizations. As we reflect on the 25th anniversary of 9/11 — when terrorists attacked the World Trade Center, the Pentagon and a field near Shanksville, Pennsylvania, killing 2,977 people — we should ask: What more must we do to ensure that this never happens again?
The State Department lists 94 groups as foreign terrorist organizations. Some continue to operate in Afghanistan, which has a Taliban government that permits these terrorist organizations to operate with impunity. Al Qaeda, responsible for 9/11, maintains a presence in Afghanistan, with close ties to the government.
Al Qaeda is one of an array of terrorist organizations targeting innocent civilians, including: the Islamic State group, operating from Syria, Iraq, Afghanistan and parts of Africa; al-Shabab, in Somalia and the Horn of Africa, with operations in Kenya and Ethiopia; Jama’at Nusrat al-Islam wal-Muslimin, an al Qaeda affiliate in the Sahel region of West Africa (Mali, Burkina Faso and Niger); Hamas, in the Gaza Strip and West Bank; and Hezbollah, in Lebanon, with operations extending into Syria and parts of the Middle East.
These are just a few of the increasing number of terrorist organizations that have become more decentralized in recent decades, relying on networks of regional franchises, localized cells and independent actors. They rely on online platforms, encrypted communications, artificial intelligence and gaming spaces to spread propaganda, fund operations and radicalize individuals.
Indeed, this has contributed to a rise in “lone wolf” attacks, especially in Western countries.
The United Nations Security Council assessed that the global terrorist threat is now more diffuse, agile and difficult to track. Although the U.N. Global Counter-Terrorism Strategy helps build member state capacities with a focus on human rights and the rule of law, the United Nations can do more.
The Global Internet Forum to Counter Terrorism, a tech-led nonprofit, brings together technology companies that work with governments, civil society and academia to monitor and prevent extremist groups from exploiting digital platforms.
The White House 2026 U.S. Counterterrorism Strategy identifies Islamist groups such as the Islamic State group and al Qaeda, narcoterrorist organizations and left-wing extremists as primary threats, employing offensive cyber operations and border security among its tools. The State Department, the Department of Homeland Security and the intelligence community share threat intelligence and coordinate efforts to harden critical infrastructure.
Critics of current U.S. counterterrorism efforts contend that there is “counterterrorism fatigue” and that the U.S. focus has shifted to Russia and the war in Ukraine, economic, military and geopolitical competition with China, the war with Iran and myriad other international and domestic issues.
Given that terrorist organizations are more decentralized and are using online recruitment operations, gaming spaces and new technologies, they have become more sophisticated and are more difficult to discover and counter.
International organized criminal groups and narcotraffickers often infiltrate open societies such as the U.S. through neighboring countries, knowing the difficulty of directly penetrating America. The intelligence community and law enforcement routinely share terrorist-related information with foreign counterparts.
Are we doing enough to protect our people from these terrorist organizations, whose sole objective is to kill innocent people?
This is just one of many reasons we need good relations with our allies and partners: to ensure that we receive timely information on any imminent or planned threat to the U.S.
On the day those terrorists crashed planes into the World Trade Center, the Pentagon and a field in Shanksville, I received a call from a relative in California who asked how this could happen in the U.S.
Why did the U.S. not prevent it, given the number of agencies responsible for protecting the U.S. and its people? my relative asked.
Indeed. We failed to protect the 2,977 victims of 9/11. We must work harder to ensure this never happens again.

Women sit at outdoor cafes without headscarves and wearing crop tops. Men in shorts and women in leggings exercise together in parks. At sidewalk concerts, women stop to dance and literally let their hair down.
The scenes from the Iranian capital of Tehran, shared in social media videos, point to how dramatically enforcement of social restrictions has eased in the Islamic Republic in recent years.
That's in part because of the mass protests that erupted after the Sept. 16, 2022, death of Mahsa Amini, a 22-year-old woman who was detained by morality police for allegedly not wearing her headscarf properly. Security forces crushed the protests with a crackdown that killed more than 500 people, and thousands were arrested. But to keep the peace, authorities backed off on enforcement of the rules mandating the hijab, or headscarf, and modest dress for women.
The question now is whether that can be reversed.
Hard-liners in Iran’s ruling establishment increasingly demand a clampdown on women’s dressing habits. But top leaders caution against triggering a public backlash at a time of war, when U.S. attacks, sanctions and a naval blockade are pushing the crippled economy toward collapse.
“We can’t enter into that front as we ought to because of wartime conditions,” Gholam Ali Haddad Adel, a politician and father-in-law of Supreme Leader Mojtaba Khamenei, said last week in public remarks about headscarves.
An activist and former political prisoner who lives in Tehran, Pouran Nazemi said disagreements about the hijab became more acute after the war started. “They are afraid of protests,” she said in a phone call.
Women have pushed the boundaries
A university student in her early 20s who lives in an affluent northern area of the capital said she doesn’t wear a headscarf but wears outfits that cover most of her arms and legs — and “I feel like I am wearing too much.”
Her friends, she said, go out in tops that show their bare shoulders and shorts that stop at the knee. She spoke with The Associated Press on the condition of anonymity out of security fears.
At its strictest, Iran's ruling theocracy requires women to wear a scarf covering the hair and loose-fitting clothes that hide the entire body. Religious police in the streets have fined, harassed or arrested women skirting the rules. But over the past decade, many women challenged the limits, moving the scarf to show more hair and wearing more closely fitting clothes.
Since 2022, many stopped wearing the headscarf entirely. Even more recently, women in some parts of Tehran have bared their arms, legs or even stomachs.
In a piece published Wednesday, four years after Amini’s death, a hard-line newspaper overseen by the supreme leader said the removal of headscarves had grown into “promoting nudity and permissiveness” and called it a “security threat.” The report in Kayhan added that the judiciary chief, Gholamhossein Mohseni-Ejei, had called for “prudent and urgent action” on headscarves.
Hard-liners hold nightly rallies across the country attended by women in black conservative robes and head coverings. But even there, a few women without headscarves can be seen.
For hard-liners, it’s gone too far
Hijab rules have become a lightning-rod issue dividing pragmatists from hard-liners among Iran’s ruling theocracy, much like questions of whether to negotiate with the U.S. or escalate the war.
Many of the calls for enforcing headscarves have come from figures linked with the supreme leader’s office, though it is not known if they reflect Khamenei’s stance. The supreme leader has not appeared in public — nor released any audio or video recordings — since succeeding his father, Ayatollah Ali Khamenei, who was killed by an Israeli strike on Feb. 28. The elder Khamenei long called for firm enforcement on the hijab.
In a sermon on Aug. 28, a top cleric in the eastern shrine city of Mashhad portrayed women without the hijab and others he described as irreligious as a domestic force that the U.S. could use against Iran. Ahmad Alamolhoda, who is the city’s Friday prayer leader and the supreme leader’s representative in the province, called on officials to use “all their resources” to curb such behavior.
Some conservative figures and media have blamed the pragmatist President Masoud Pezeshkian for preventing a stricter hijab policy.
“As soon as we say anything, they say there’s a war, let’s not make trouble,” Abdol Hossein Khosrowpanah told reporters last week after a meeting with officials about headscarves. Khosrowpanah heads a state body overseeing universities and cultural institutions that is controlled by the supreme leader.
Authorities want to keep ‘unity’ in wartime
Authorities have briefly shuttered some Tehran cafes and public places for violations of hijab rules, but the effort has not expanded.
Iranian leaders are cautious, particularly in the face of intensified U.S. sanctions they say aim to foment popular unrest. In January, protests over a currency crash snowballed into nationwide marches calling the Islamic Republic’s overthrow. The ensuing crackdown killed thousands.
Women are finding they can pass with their hair uncovered even in places where they long had to be the most wary.
One Tehran resident in her mid-30s said she recently went without a headscarf on an errand to a government office, where hijab rules are normally strongly enforced. She spoke to AP by phone on condition of anonymity because of security fears.
Three women in Tehran contacted by AP said security forces hadn’t commented on their lack of a hijab while going through street checkpoints, which often include members of the feared Basij, the all-volunteer force that enforces morality rules and is used to crush protests.
The new head of the Basij, hard-line cleric Hossein Taeb, a former intelligence chief, cautioned a gathering of commanders last week that the headscarf issue should be addressed in a way that does not harm “internal cohesion,” according to the semiofficial news agency Mehr.
That echoed a statement by Khamenei last month that prioritized the war struggle above other issues.
Women are still targeted on morals-related charges. In a video posted to her Instagram page on Aug. 19, singer Hiwa Seyfizade said she had been sentenced to four years in prison after performing a public concert in the capital last year.
The hijab has been a pillar of clerical rule
Turning points in Iran’s modern history have often linked with the hijab issue. The Iranian monarchy forced women to remove headscarves in its drive to Westernize society in the 1930s. After the shah’s overthrow in 1979, the mandatory hijab became a defining tenet of clerical rule.
“Women who don’t put it on are, in a way, carrying out civil disobedience toward the government,” Sedigheh Vasmaghi, a lawyer and former political prisoner, said by phone from northern Iran.
The deaths of Amini and other women targeted for dress violations prompted Vasmaghi to discard the headscarf in 2023, after decades of wearing it. Vasmaghi is a scholar of Islamic jurisprudence and has written widely on women in Islam.
“Taking off the headscarf wasn’t an easy thing, especially for a person like myself,” she explained. She was detained in 2024 after openly arguing that there was no basis for the mandatory hijab in Islam.
Vasmaghi said she fears authorities could try a new crackdown after the war. But she noted that past attempts have failed.
“People aren’t going to go back to how it was,” the activist Nazemi said. “They aren’t capable of doing it.”

What to know

President Trump is a party of one on Iran.
Although he has embraced the war as part of his midterm national-security pitch, most Republicans are not following his lead. From the campaign trail to Capitol Hill, they would rather talk about almost anything else — tax cuts, crime, immigration, warnings that Democrats have been overtaken by “socialists” and “Marxists” who will make the country less safe and barely recognizable.
Iran just is not part of the Republican message.
Take North Carolina on Wednesday. About halfway through Mr. Trump’s speech at a rally for Senate Republican nominee Michael Whatley and other down-ticket candidates, the president declared that the “war is going to end very soon” and later said his administration “took care of the fact that Iran will not have a weapon.”
The pattern was even more glaring at the Republican midterm convention in Dallas.
Speaker after speaker moved right past a war that is now nearly seven months old, as if it were not happening. Nobody brought it up until Mr. Trump did, five hours and 40 minutes into the program. Over two days and more than 13 hours on stage, Iran came up 14 times total — and not once from a candidate or a party leader, including Vice President J.D. Vance.
Mr. Trump is not shy about it.
“Oil will be going down as soon as we win the war with Iran,” he said in Dallas. “We’re winning it. We control the Hormuz Strait. I think we should call the Hormuz Strait, we should call it … the Trump Strait.”
In North Carolina, he hinted the war might wrap up soon — though maybe not before the election. And on gas prices, he framed the pain as worth it: “It’s a very inexpensive price to pay for what we’ve done.”
Republican strategist Whit Ayres said there is a simple reason why most Republicans are steering away from the issue: they can “read a poll.”
Mr. Ayres said that opposition to the war has been high from the start, which is unusual when compared to past overseas conflicts.
“Normally you don’t base a campaign on something opposed by three-fifths of Americans,” he said, adding it is politically volatile because voters can draw a “direct line to higher gas prices, higher fertilizer prices, and more inflation.”
A New York Times/Siena poll out last week found 66% of likely voters oppose the war, including 60% who feel strongly about it — that’s 77% of independents and even 24% of Mr. Trump’s own 2024 voters. There is similar discomfort with the joint strike against Iran alongside Israel: 63% disapproved, including 74% of independents and 22% of his past supporters.
The poll coincides with crude oil pushing past $100 a barrel and gasoline averaging $4.43 a gallon per AAA. The Congressional Budget Office this week said higher fuel costs are bleeding into shipping and transportation, keeping inflation above its prewar trend through the fall if nothing changes. To top it off, the Fed also just raised interest rates again to try to cool the economy.
It has stirred concerns that the war is metastasizing across the Middle East, putting Republicans in an uncomfortable spot.
A couple more Republican House members in toss-up races — Reps. Mariannette Miller-Meeks and Sam Nunn of Iowa — crossed over this week to vote with Democrats on a resolution that would have blocked Mr. Trump from further military action against Iran without explicit authorization from Congress.
Mr. Whatley did not touch the subject at all during Mr. Trump’s visit Wednesday.
Instead, the former chair of the Republican National Committee said his Democratic rival, former Gov. Roy Cooper, is soft on crime and illegal immigration. He said Mr. Cooper backed the Biden-era high-tax-and-spend agenda that sparked inflation — a set of policies Democrats want to bring back.
“Roy Cooper made stuff cost more, and if he gets elected to the Senate, he will vote every single day to bring back Joe Biden’s inflationary policies that made gas prices and grocery prices and housing prices go through the roof,” he said at Wednesday’s rally with Mr. Trump.
It is a callback to Mr. Trump’s own 2024 promise — lower prices after the post-pandemic inflation spike. That inflation did fall, from a 40-year high above 9% in June 2022 to about 3% by January 2025. In Mr. Trump’s second term, however, inflation ranged from 2.3% to 4.2%, still running hotter than the Fed’s 2% target. The latest reading: prices up 3.4% for the year ending in August, according to Friday’s government report.
Democrats are shining a bright light on the war, pinning the “disaster” on Republicans up and down the ballot, and, in some cases, using it to shield them from the culture wars.
Rep. Marcy Kaptur of Ohio, one of the most vulnerable House Democrats, released a new television ad Thursday saying her Republican rival, Derek Merrin, is trying to shift attention away from the war by highlighting her 2023 vote against a bill that barred biological men from competing on girls’ or women’s sports teams at federally supported schools and colleges.
“We’re stuck in another unnecessary war and inflation is making everything worse,” she says in the ad. “But my opponent won’t talk about all that.”
In Texas’ U.S. Senate race, Democrat James Talarico’s campaign has zeroed in on Republican Ken Paxton’s silence on the “reckless war of choice costing taxpayers billions.”
“Every time you pay more at the pump, you can thank Ken Paxton,” Texas Democrats spokesperson Ryan Martin said in a Thursday email blast. “Texas farmers can’t survive under diesel prices this high, and families everywhere are going to be paying the Paxton price hike because he refuses to stand up for Texans and call for an end to this reckless war of choice.”
In Michigan’s U.S. Senate race, it is more of the same.
Democrat Abdul El-Sayed and his allies are painting Republican Mike Rogers as a rubber stamp for “a hot war we have no business fighting” — one draining money that could go to Americans instead.
A WinSenate ad hammers the point: “The endless war in Iran is costing us all — billions for bombs, brutal at our gas pumps, and Mike Rogers, a cheerleader for Donald Trump’s war.”
“Rogers claimed it would end quickly, but we keep paying the price,” the narrator says. “Our tax dollars wasted, 18 American soldiers killed, hundreds wounded, gas prices nearly $5 a gallon, and Michigan families are holding the bag.”
